INFORMATION ABOUT ACCOUNTING AND FINANCE DEPARTMENT

I. BRIEF HISTORY OF DEVELOPMENT

- From 1960 to 1962:  Finance group had mission of expenditure for the whole college serving teaching and learning of students, building tool barrack, procuring materials and monitoring expenditure of all activities in the college.

- From 1962 to 1965: In this phase, the number of students rose up to 600 – 700, expenditure monitoring had many difficulties.

- From 1966 to 1991: Finance group was established with the function of planning, calculating in advance annual expenditures, monitoring sources of expenditure, status of use and settlement of those sources; monitoring accounts payable and receivable, duty of collecting and paying debts.  

- From 1992 to 2007: This phase had many changes in scale, the number of students rose from 250 to 900 per year. Financial situation was varied and developed with the growing trend (from 2 billion to 15 billion). Spiritual and material life of staffs improved day after day, the number of staffs learning to upgrade qualification increased. “Project of building road and training ground cum cars driving center” completed, which affirmed the position and role of the college.

- From 1998 to 2010: This was a time of ‘hot’ development when students scale changed, the number of new students each year grew from 900 to 1500. The number of newly recruited teachers also increased. Financial situation was varied and developed with increasing trend (from 15 billion to 40 billion). Spiritual and material life of staffs improved fitting with salary increase route regulated by the state.

II. FUNCTION AND MISSION

FUNCTION

Staffing for Rector about managing finance and account. Effectively managing and using source of finance of the college under state regulations.

MISSION

- Taking responsibility to the Rectors Board for all of the activities of the department; implementing legal regulations related to accounting and finance, making financial reports.

 - Directly building and organizing the implementation of professional business of the department.

 - Inspecting and monitoring revenues, expenditures, duties of collecting, paying debts, inspecting use and management of assets, source of asset formation, excavating and preventing legal violation related to finance in the college; promptly informing and reporting to the Rectors Board if any violation is excavated in the unit.

 - Directly guiding and managing accounting business of centers directly under the college

 - Providing statistics for inspecting account, audit, inspection related to finance.

 - Counting and reporting activities of the department according to requirements of the Rectors Board and upper level management organs.

 - Taking main responsibility for uploading information about activities of the department to the Website of the college according to requirements of the editorial board.

 - Coordinating with labor union in judging and electing annual emulation of staffs in Departments and Faculties.

 - Coordinating with other departments and faculties to carry out regular mission of Finance department and the college.

 - Implementing other tasks required by the Rectors Board.
